Investing in Italy is more profitable for foreign companies.

Even Italy adapts to the other European and world states with a little delay with the creation of Special Economic Zones, territories with a particular industrial and commercial vocation.

It is possible to benefit from substantial tax and procedural advantages for the settlement of productive activities.

WHAT ARE THE SPECIAL ECONOMIC ZONES.

The legislative provision (D. A. P.C.M. 25/01/2018 n.12) has finally implemented the regulation for establishing Special Economic Zones in the southern regions, namely, Campania, Puglia, Sicily, Molise, Abbruzzo, Calabria, Basilicata, and Sardinia.

The main characteristic of Z.E.S. is to be territories strongly logistically structured (districts close to ports, airports, freight villages, railway junctions, areas for industrial development).

The purpose of these areas is to attract investments, mostly foreigners, and create favorable conditions for economic development thanks to a series of tax and procedural reductions that favor companies’ establishment or the better operation of existing ones.

Tax relief mainly consists of using a tax credit for the purchase of new capital goods by 31.12.2020. The maximum amount allowed for the investment project is 50 million euros, at which point the tax credit is commensurate.

Further benefits are foreseen in terms of administrative simplification. The establishment of Z.E.S. simplifies the procedures for obtaining governmental authorizations for companies that want to establish themselves thanks to a series of protocols between the various administrative bodies.

Finally, the requirements to benefit from the simplifications and reductions remain within the special economic zones for at least seven years, complete the investment and not be subject to liquidation or dissolution procedures.

CONVENIENCE OF Z.E.S. AND CASES OF SUCCESS.

It is now a fact that the SEZs are convenient for the development of the territory. Proof of this is the various success stories in which these benefits granted to companies have enabled the establishment of state-of-the-art production facilities and increasing turnover with the profit of the surrounding area, the economy, and work.

The most advanced case is in Poland, where the z.e.s. is now a constant since the early 90s, but even the United States and some Gulf countries now use these “benefit” areas to grow and boost the economy.

The tax advantages are many, certainly can be improved and allow the company that must settle or modernize, exploit the resources to the fullest with the guarantee of a substantial recovery of the investment.

THE PUGLIA CASE, WELL TWO SPECIAL ECONOMIC AREAS.

Puglia, an Italian region that enjoys fame at this time due to the particular attraction not only of tourism, has obtained from the Government the establishment of two SEZs, the Adriatic, and the Ionian, thus allowing the region to be a true eastern gateway to foreign investors mainly from the East.

A first mooring thanks also to Bari and Taranto’s infrastructures that will allow displacing essential investments in the territory and privilege the so-called “Blue Economic” or economy of the sea.

In conclusion, Italy maintains the leading role in global commercial investments. Although implemented with a considerable delay compared to other countries, these measures only reinforce the image of a beautiful and competitive country for economic, industrial, and investment. Commercial to the specific benefit of the development of the territory.
